2019 Campaign coupled support schemes for fruit and vegetables budget fully utilised

  SF Agriculture paid an additional BGN 4.3 million (BGN 4,270,397) under 2019 Campaign coupled support schemes for fruit and vegetables. Of these, over BGN 2.7 million (BGN 2,770,398) was paid additionally to 13,221 farmers who received their subsidies on 17th March the current year. Another BGN 1.5 million was authorised to beneficiaries, for whom administrative checks had not been completed at the time of payment in March.

  The budget for 2019 Campaign coupled support schemes for fruit and vegetables, amounting to BGN 80 million, was fully utilised. Support amounting to a total of over BGN 77 million (BGN 77,303,098) was granted to nearly 13,800 farmers.

  In June, before the direct payments’ deadline for 2019, an additional estimate was carried out allowing for supplemental payments under the fruit and vegetables schemes without entailing a risk of budget overrun. Therefore, based on the updated eligible areas under the schemes submitted by SFA, new increased rates were set by orders of the Minister of Agriculture, Food and Forestry.

  The new rates resulted in the payment of nearly the entire budget under the schemes, taking into account the financial discipline mechanism. The new, recalculated rates set by orders of the Minister of Agriculture, Food and Forestry are as follows:

  Coupled support schemes for fruit and vegetables shall provide greater support for the first 30 hectares (according to Annex 5 of Ordinance 3 of 17.02.2015). The rates shall be set by orders of the Minister of Agriculture, Food and Forestry.

  1. Coupled support scheme for fruit (main group) - from BGN 1,820.85 per hectare for the first 30 eligible hectares under the scheme to BGN 1,876.42/ha.

  - from BGN 1,213.90 per hectare for eligible areas under the scheme over the 30th hectare to BGN 1,250.95/ha;

  2. Coupled support scheme for fruit (plums and table grapes)

  - from BGN 1,040.70 per hectare for the first 30 eligible hectares under the scheme to BGN 1,076.93/ha.

  - from BGN 693.80 per hectare for eligible areas under the scheme over the 30th hectare to BGN 717.95/ha;

  3. Coupled support scheme for vegetables (tomatoes, cucumbers, gherkins and aubergines)

  - from BGN 1,361.01 per hectare for the first 30 eligible hectares under the scheme to BGN 1,415.50/ha;

  - from BGN 907.34 per hectare for eligible areas under the scheme over the 30th hectare to BGN 943.67/ha; 4. Coupled support scheme for vegetables (pepper)

  - from BGN 1,942.72 per hectare for the first 30 eligible hectares under the scheme to BGN 1,996.50/ha;

  - from BGN 1,295.15 per hectare for eligible areas under the scheme over the 30th hectare to BGN 1,331.00/ha;

  5. Coupled support scheme for vegetables (potatoes, onions and garlic)

  - from BGN 1,351.36 per hectare for the first 30 eligible hectares under the scheme to BGN 1,402.15/ha;

  - from BGN 900.91 per hectare for eligible areas under the scheme over the 30th hectare to BGN 934.77/ha;

  6. Coupled support scheme for vegetables (carrots, cabbage, watermelons and melons)

  - from BGN 881.05 per hectare for the first 30 eligible hectares under the scheme to BGN 913.19/ha;

  - from BGN 587.37 per hectare for eligible areas under the scheme over the 30th hectare to BGN 608.79/ha;

  7. Coupled support scheme for vegetables - greenhouse production

  - from BGN 13,205.49 per hectare for the first 30 eligible hectares under the scheme to BGN 14,014.48/ha.

  It is reminded that Regulation (EU) No 1307/2013 introduced a financial discipline mechanism in Bulgaria applicable as of 1st January 2016. It regulates that all amounts under direct payment schemes shall be reduced by a certain percentage if the subsidy exceeds the BGN equivalent of EUR 2,000 for a specific campaign.

  EU rules do not allow overrun of direct payment schemes budgets and this is subject to strict control by the EC. Setting the rate shall take into account the amount of reduction of direct payments as part of the financial discipline mechanism, which was set to 1.43% for 2019 by an EC Regulation. Withholding funds is aimed at the establishment of a crisis reserve in the agricultural sector. In case funds in the accumulated 2019 Campaign crisis reserve remain unused, they shall be reimbursed to the Member State which in turn shall return them to beneficiaries. In addition, about 1% of each scheme’s budget is set aside. These funds are intended to serve as a reserve for addressing possible issues in the future.

  It is reminded that the Financial Discipline Mechanism was implemented in order to ensure that the annual budget stays in line with the Multiannual Financial Framework (MFF).
