SF Agriculture - Paying Agency (SFA - PA) started paying subsidies under the direct payment schemes and measures for the 2021 Campaign. The first tranche, amounting to BGN 18,673,818.16 million, was received by the breeders under the Transitional National Decoupled Support Scheme for Cattle (NSA1) for the 2021 Campaign.
The financial aid is allocated among 3,729 farmers. The support under the scheme is provided in two tranches, the rate being determined by an Order of the Minister of Agriculture, Food and Forestry. It is stipulated in the order that in the first tranche cattle breeders receive a subsidy of BGN 108.14, and buffalo breeders - a subsidy of BGN 189.24 per one eligible animal. Farmers who raised 10 or more heads of cattle and/or 10 or more buffaloes registered as of 28 February 2009 are eligible for support under the scheme. As of the last day for submitting applications for support under the current campaign, the farmers must raise at least 70% of the reference number of animals on their farms.
Transitional national aid is granted only for the sectors for which national surcharges were granted in 2013. The maximum budget is a decreasing function of the budget approved by the EC for the national surcharge schemes for 2013. In 2021, the financial package for each of the Transitional National Aid schemes may reach a maximum of 50% of the package of the respective national surcharge scheme in 2013.
